I believe there is a need to decrease the number of cars while increasing the ability for a person to get around the city. This idea involves a bringing together of several different modes of transportation into one mobility pass.
Each person will have one card that allows them access to rental bikes, city bus, trains, ride share, and carpooling programs.
By connecting all of these transportation systems together this card can be competitive with a car in urban settings while even allowing a person to potentially have more mobility.
Finally, the card holders will be a guide to the expansion of the program to make it as efficient as possible. The program would be expensive but would have an enormous impact and could be covered in partnership with city transit and the user.
